The Han characters say "longevity." In Japanese folk iconography the sea turtle symbolizes wisdom, deliberation, and long life. The trailing stylized skirt represents water falling off of the turtle's back as it surfaces for air, or it depicts a trail of algae that has accumulated from many years of roaming the sea.
